To ipower, FTP Fails

We installed an FTP account for www.actum.org/piggott/RH  but it does not show in the Additional FTP accounts list !  see above sreenshot.

We re-attempted installation but it returns .."there is already an FTP account with that name" ! But it still does not show on the list.  see screenshot below.

So, confident that the account excists, we used the account with File Zilla to upload a test file  000aaa.jpg  and it seemed to work without issue. 

The file clearly appears on the server (externe site) actum.org/piggott/RH/Images. See screenshot below. 

 However it does not appear in the actum.org  file manager, and consequently it also renders a 404 error. Neither does it appear in Expression web. see screenshots below. 

Moreover our attempt to upload the file through file manager fails also.  PLEASE HELP.
